The present invention relates to a mirror surface plate for manufacturing a data page and a thermo-compression bonding device having the same. According to the present invention, a mirror surface plate for manufacturing a data page, which is a mirror surface plate arranged between a working table and a pressurization plate of a thermo-compression bonding device for manufacturing an electronic passport data page, comprises: a floor member having a mounting unit which accommodates at least one data page body on an upper end surface and a lower protrusion arranged along a circumference of the accommodated data page body; and a cover member having a cover unit placed on an upper side of the floor member and covering an upper end portion of the data page body and an upper protrusion arranged along a circumference of the accommodated data page body as being symmetrical to the lower protrusion.
