A locking and sealing device for pivotal leaf 12, having a first cam 20 mounted in either the leaf or frame 14, rotatable from an unlocked to locked condition in a plane perpendicular to the leafs surface when in a closed position¸ engagement of the cam preventing movement of the leaf, and preferably forming a seal against a rubber strip 42 either on the cam or an engagment surface. The first cam 20 may be an elongate bar extending across the base of door 12, whilst two adjacent second and third cams 20 extend vertically up a portion of each side of the door fig. 1. The cams may be spring biased 44 into the unlocked position lying flush with the surface of recess 33, and pushed to locked position via linear actuator 40. Pressure exerted by flood water on a face of the leaf urges the cam to rotate into the locked position, further compressing seal 42. The cam engaging surface 25 may be arcuate, planar or furcated.
