<p><P>PROBLEM TO BE SOLVED: To provide a steel pipe combined holed steel plate dowel relatively inexpensive to manufacture while obtaining high yield strength against shearing without the need for particularly high concrete strength. <P>SOLUTION: The steel pipe combined holed steel plate dowel includes a steel plate 2 having holes 2a breaking through both sides, and steel pipes 3 protruded passing through the respective holes 2a of the steel plate 2, and formed integrally with the steel plate 2. In-steel-pipe concrete filled in each steel pipe 3 functions as a concrete bolt to improve yield strength against shearing.
