The present invention relates to an apparatus for manufacturing graphene comprising: a foil supply portion for supplying a foil including a metal catalyst; a graphene formation portion for forming the graphene in the foil which is from the foil supply portion, and making a graphene forming foil; a protection tape supply portion for supplying protection tapes which are stacked in the graphene forming foil; and a stacking apparatus for stacking the protection tapes in the graphene forming foil. The stacking apparatus comprises: a stacking chamber installed to be connected to an exit of the graphene formation portion; a weight roller apparatus arranged inside the stacking chamber, and including a weight roller which provides tension to the graphene forming foil by dead weight; a stacking roller apparatus arranged inside the stacking chamber, and making a graphene laminate by stacking the protection tapes in the graphne forming foil; and a graphene laminate recovery roll for recovering the graphene laminate.
