Provided is a circuit modeling system. The circuit modeling system includes a processor, a storage unit which includes a first net list which includes a plurality of semiconductor devices, a first power distribution network which is connected to the semiconductor devices and a signal network which is connected to the semiconductor devices and transmits a signal to the semiconductor devices, and a circuit simulation unit which simulates a circuit by the first net list by using the processor. The circuit simulation unit includes an operation identification module which identifies first semiconductor devices which operates by receiving the signal through the signal network and second semiconductor devices which do not operate by not receiving the signal among the semiconductor devices, a power distribution network enhancement module which reduces a first power distribution network to a second power distribution network by considering the first semiconductor devices, and a net list generation module which generates a second net list which includes the signal network, the second power distribution network, and the first semiconductor devices.
