The present invention relates to an apparatus and a method for controlling voltage, and a frequency synthesizer using the same. The apparatus for controlling voltage according to an embodiment of the present invention provides a control voltage for modulation of a voltage control oscillator. The apparatus for controlling voltage includes: a resistance array unit which includes a plurality of equivalent resistances connected in series; a counter unit which counts a first oscillation signal output from the voltage control oscillator with a certain fixed clock; and a resistance distribution unit which determines at least a part among the equivalent resistances necessary for generating the control voltage by using the output of the counter unit and trimming the same.
