A system for evaluating a workload according to the present invention includes: a workload analysis data retention unit (10) which retains workload analysis data in which workload content comprised to perform specific work is classified by types of work and per person in charge; a workload analysis data acquisition unit (20) which acquires the workload analysis data from the workload analysis data retention unit (10); a workload classification unit (30) which classifies a plurality of works of the workload analysis data the workload analysis data acquisition unit has acquired; a workload evaluation unit (40) which evaluates the workload per operating engineer per work classified by the work classification unit; and an operation history database (44) which remembers a past operation history of a plant installation. The workload evaluation unit evaluates operating work based on the past operation history obtained from the operation history database.
