The present invention relates to a proxy call session control function (P-CSCF) prepared in an IP multimedia subsystem (IMS), a method for controlling the same, and a recording medium having a program recorded therein to perform the method. The method according to the present invention comprises the steps of: receiving a call connection request signal from a transmitting side; extracting a service ID included in the call connection request signal, comparing service idea with a preregistered service ID item, and determining whether a corresponding service ID corresponds to a service needing quality of service (QoS) controlling; requesting controlling of QoS to a traffic according to the corresponding call connection request signal to a particular QoS control device, when the service ID included in the corresponding call connection request signal corresponds to the service needing QoS controlling as a result of the determining.
