The present invention discloses a control device for constantly operating opening and shutting operations of supplying and blocking air so as to desorb a foreign substance attached on a membrane with an air control valve until an abnormal air pressure to be in a standard value, when the pressure of an air supply pipe is above the standard value, which is caused by attachment of the foreign substance on a membrane diffuser.
