Disclosed are an apparatus for monitoring and controlling a small-scale wind power generation system and a wind power generation system including the same. The apparatus for monitoring and controlling a small-scale wind power generation system comprises: an analog information receiving unit receiving analog sensor information from sensors attached to small-scale wind power generators included in the small-scale wind power generation system; an operation state determining unit determining an operation state of the small-scale wind power generator by analyzing the received analog sensor information; a small-scale wind power generator controlling unit operating a brake of the small-scale wind power generator and charging a battery with power by controlling the small-scale wind power generator based on the determined operation state; and an information exchanging unit sending a control result received from the small-scale wind power generator controlling unit and the operation state to other apparatus for monitoring and controlling a small-scale wind power generator system. According to the present invention, because anybody can simply control the small-scale wind power generation system through a monitoring and controlling apparatus connected to a small-scale wind power generation apparatus, thereby increasing operation efficiency of the small-scale wind power generation system.
