The present invention relates to a cooling and heating system using geothermal heat capable of improving heat exchange efficiency by changing the structure of a heat exchange pipe buried underground and including the heat exchange pipe connected to a consuming place installed on the ground by being buried underground at a predetermined depth from the ground surface and absorbing geothermal heat or emitting heat underground and a heat pump connected to the heat exchange pipe and cooling and heating the consuming place using the heat or condensation heat of geothermal water supplied through the heat exchange pipe. The heat exchange pipes are composed of an intake pipe and a discharge pipe. The present invention is characterized by the fact that the discharge pipe is made of a material having heat conductivity higher than the intake pipe.
