PROBLEM TO BE SOLVED: To provide a top attack device and a top attack device control method, capable of pointing an EFP warhead in a target direction without using a steering gear, difficult to discover from enemies, and improving a survival rate.SOLUTION: A top attack device comprises: a first missile 12 including a rocket motor 11 and capable of flying in the target sky; a target sensor 14 included in the first missile 12 and detecting a target M; an EFP warhead 16 included in the first missile 12, and directed downward to fire off a self-forging fragment S during flight; and an oscillation controller 18 driving the EFP warhead 16 to oscillate about an axis of the first missile 12 or a line parallel to the axis and capable of controlling an angle of oscillation.
