PROBLEM TO BE SOLVED: To surely control a rotation position of a sleeve (an eccentric sleeve) in a desired rotation position.SOLUTION: An eccentric sleeve 11 is rotated in a range of approximately 180 degrees by an actuator 12 supplying and delivering hydraulic pressure to a hydraulic chamber 13 provided across circumferential both ends in an inner side of a cap 16 through a vane 17, and a movement state of a piston is switched to a high compression ratio state or a low compression ratio state.
