PROBLEM TO BE SOLVED: To provide a cylinder device manufacturing method capable of strongly bonding a cylindrical cover member to the outer circumference of a support member.SOLUTION: At a time of manufacturing a cylinder device 1 of the present invention, a dust cover 6 is disposed around a cylindrical portion 10 of a support member 8 and a punch body 17 is pressed inward from an outer circumferential surface of the dust cover 6 while rotating the punch body 17 on the basis of predetermined conditions of the number of revolutions and a pressing force of the punch body 17 set in advance in a state in which an inner circumferential surface of the cylindrical portion 10 of the support member 8 is not restrained, so as to bond the dust cover 6 to the cylindrical portion 10 of the support member 8. It is, therefore, possible to strongly bond the dust cover 6 to the outer circumference of the cylindrical portion 10 of the support member 8.
