The present invention relates to a cooling and thermoelectric power generating system for a vehicle, comprising: a low-temperature radiator arranged on top of an outer air suction hole for introducing outer air in front of a vehicle into an engine room; a high-temperature radiator arranged behind the low-temperature radiator; a high-temperature radiator circulation line arranged to circulate cooling water, which has gone through the high-temperature radiator, via an engine to the high-temperature radiator; a low-temperature radiator circulation line arranged to circulate the cooling water, which has gone through the low-temperature radiator, via a water-cooled condenser to the low-temperature radiator again; a refrigerant line arranged to enable refrigerant to flow through the condenser; and a thermoelectric power generator for conducting thermoelectric power generation using the cooling water having gone through the low-temperature radiator and the refrigerant flowing along the refrigerant line.
