PROBLEM TO BE SOLVED: To improve evaluation accuracy of the temperature related capacity of a ceiling radiation panel laid on the ceiling of a building.SOLUTION: A ceiling radiation panel capacity evaluation device executes, with at least heat balance relationship between a ceiling and a habitable room as a laying condition of a ceiling radiation panel, prediction processing of predicting one or two parameters among a habitable room temperature, a habitable room side panel surface temperature, a ceiling temperature, a feeding water inlet temperature, a feeding water flow rate, a feeding water outlet temperature and a laying area.
