PROBLEM TO BE SOLVED: To provide a radio transmitter capable of suppressing delay time fluctuation of data having high priority without deteriorating transmission efficiency.SOLUTION: The radio transmitter includes high-priority packet detection means 101, transmission control means 102 and transmission means 103. The high-priority packet detection means 101 detects a high-priority packet from input packets. The transmission control means 102 suspends the output of the high-priority packet halfway when the high-priority packet detection means 101 detects a high-priority packet while a packet other than the high-priority packet is being output, to output the high-priority packet. The transmission means 103 generates a radio signal for radio transmission on the basis of the packet output from the transmission control means 102.
