PROBLEM TO BE SOLVED: To provide an air flow generator in which electrical reliability can be maintained, and to provide a manufacturing method therefor.SOLUTION: An air flow generator 10 includes a first dielectric 20 composed of silicone resin containing dispersed layered inorganic particles 21, a first electrode 30 provided on one surface 20a of the first dielectric 20, a second electrode 40 provided on the other surface 20b of the first dielectric 20 while being shifted from the first electrode 30 in the air flow generating direction, and a second dielectric 50 which is composed of silicone resin, laminated on the other surface 20b of the first dielectric 20, and in which the second electrode 40 is embedded. |
