PROBLEM TO BE SOLVED: To effectively exchange a storage order of bills inside an accommodation part.SOLUTION: A bill deposit and dispensing device includes: a bill deposit and dispensing part for performing the input or the discharge of paper sheets; an identification part for discriminating the denomination and the authenticity of the paper sheets; a storage part; a temporary storage part; a plurality of accommodation parts; a conveyance path; a drive part; and a control part for executing a settlement process that makes the discrimination part to count. The control part allows a part of the paper sheets in the accommodation part during the settlement process to evacuate to the bill deposit and dispensing part or the temporary storage part or both parts, allows the remaining paper sheets in the accommodation part during the settlement process to evacuate to any one of the temporary storage part and the accommodation part in which the paper sheets are not yet accommodated, and controls a part of the paper sheets and the remaining paper sheets during the settlement process to be returned to the accommodation part.
