PROBLEM TO BE SOLVED: To provide an LED module capable of changing the whole light quantity while uniformizing brightness in the longitudinal direction of a substrate using a common substrate, and also to provide a method of manufacturing the LED module and an illumination device in which the LED module is arranged.SOLUTION: An LED module 1A includes: a plurality of surface mounted rectangular LEDs 2; a long substrate 3 which is formed to be capable of mounting the LEDs 2 on one surface 3a side along the longitudinal direction so that the long sides 2c of the LEDs 2 are alternately along the longitudinal direction and the transverse direction; and short-circuiting means 4 for causing a short circuit between a pair of terminals 12a, 12b formed on one surface 3a side of the substrate 3 on which both electrodes 5a, 5b of the LEDs 2 are connected when the LEDs 2 of which long sides 2c are along the transverse direction of the substrate 3 are not mounted on the substrate 3. |
