PROBLEM TO BE SOLVED: To provide a hologram recording and reproducing device that prevents burning from occurring in a screen of a liquid crystal panel used as a spatial optical modulation element and realizes high-speed data recording on a recording medium.SOLUTION: A hologram recording and reproducing device comprises: a coherent light source 301; a light shutter 302 that controls emission of coherent light emitted from this coherent light source 301; a beam splitter 303 that splits the coherent light penetrating this light shutter 302 into reference light and signal light; and a liquid crystal panel that applies optical phase modulation to the signal light. The device records data on a recording medium 308 using interference light generated by causing interference between the reference light and the signal light on the recording medium 308. The device applies a temporally-divided driving signal to the liquid crystal panel 311 multiple times within one drive period for recording data for one time on the recording medium 308.
