The present invention relates to a head reinforcing apparatus installed at a head of a steel pipe pile before placing concrete for a concrete base by constructing the concrete base on the steel pipe pile to be integrated, and a structure of integrating the steel pipe pile and the concrete base by using such a head reinforcing apparatus. The present invention is to provide a head reinforcing apparatus comprises: a vertical embedded iron reinforcing rod (82); a bottom plate (83); a support rod (84); and a horizontal upper plate (81), wherein a bent end portion (820) of the vertical embedded iron reinforcing rod (82) is penetrated from the outside of a steel pipe pile (20) to an iron reinforcing rod coupling hole (28) of the steel pipe pile (20), and a fixing nut (282) is coupled to the bent end portion (820) in the steel pipe pile (20), and a coupling structure is created by integrating a steel pipe pile and a concrete base using such a head reinforcing apparatus.
