Disclosed are an apparatus and a method for manufacturing a magnesium sheet. The apparatus for manufacturing a magnesium sheet comprises: a strip caster receiving magnesium from a melting furnace in which magnesium ingot is dissolved and molding the same to a sheet; a cutting unit cutting the magnesium sheet rolled in the strip caster; a coiler winding the magnesium sheet cut in the cutting unit to be a coil shape; a reversible warm roller reverse rolling the magnesium sheet coil wound in the coiler; and a heat treatment device treating the magnesium sheet coil by heat after reverse rolling is proceeded using the reversible warm roller.
