The present invention relates to a road pavement construction method for replacing a sidewalk block and, more specifically, to a road pavement construction method for replacing a sidewalk block, which enables a crushed stone layer to be solidified by using a slag ball which is an eco-friendly new material and a urethane binder, reduces costs and shortens a period of construction without using a concrete foundation process, significantly reduces an amount of a urethane binder, has excellent permeability and durability, and is simply constructed.
