An apparatus and a method for recycling waste oil are disclosed. Raw material separation unit classifies waste oil inserted in a raw material tank in accordance with the preset classification standard. A first heat exchange unit elevates the temperature of a F2 raw material which is waste oil corresponding to a process starting condition preset from the classified waste oil to a preset first processing temperature. A first dehydrating tank firstly removes moisture from the F2 raw material heated to the first processing temperature. An additive supply unit supplies an additive so as to neutralize the F2 raw material with moisture firstly removed. A second dehydrating tank secondly removes moisture from the neutralized F2 raw material. A second heat exchange unit elevates the temperature of the F2 raw material with moisture secondly removed to a preset second processing temperature. A vacuum distillation tank outputs refined oil by vacuum distilling the F2 raw material heated to the second processing temperature. According to the present invention, pollutants containing moisture from waste oil are automatically removed to obtain high-quality recycled oil, and constructing a dehydrating tank for a primary stay of waste oil with the size enabling a person to enter and easily clean.
