PROBLEM TO BE SOLVED: To provide an exhaust gas purification catalyst and an exhaust emission control system for an internal combustion engine, which has a reduced size and which enables reduction in the types and amount of the catalyst.SOLUTION: An exhaust gas purification catalyst includes an exhaust gas catalyst body that has first exhaust gas catalyst flow passages for introducing exhaust gas flowing in an exhaust passage of an internal combustion engine to purify the exhaust gas and second exhaust gas catalyst flow passages for introducing the exhaust gas flowing out from the first exhaust gas catalyst flow passages to repurify the exhaust gas. The first exhaust gas catalyst flow passages and the second exhaust gas catalyst flow passages are extended at positions different from each other and are extended so that the exhaust gas flowing in the first exhaust gas catalyst flow passages and the exhaust gas flowing in the second exhaust gas catalyst flow passages flow in directions intersecting with each other in plan view in the exhaust gas catalyst body.
