The objective of the invention is to suppress degradation in performance of the whole system even when a cross carrier scheduling (CCS) and the transmission of an upstream control signal in a secondary cell are applied at the same time. A user terminal (20) according to an embodiment of the invention, which communicates with a plurality of cell groups (CGs) each constituted by one or more cells using different frequency bands, comprises: a reception unit (203) that receives a downlink signal transmitted from each cell; and a control unit (401) that selects, from among cells to which an upstream control signal established in each CG can be allocated, at least one cell and controls the at least one cell as a cell to which the upstream control signal is to be transmitted. When a downstream control signal received by the reception unit includes information indicating a CCS, the control unit determines whether the cell from which the downstream control signal has been received and the cell designated by the information indicating the CCS belong to the same CG, and performs the selection on the basis of a result of that determination.
