The protrusions (3) are constituted such that, when the incidence angle θIN of incident light LIN incident on a protrusion (3) from at least a second surface portion (5b) or a fourth surface portion (5d) is within the range of 20° ≦ θIN ≦ 50° with respect to the normal line of the base material (2), the luminance of the exiting light (OUT) is relatively high, within a range in which the exit angle (θOUT) of the exiting light (LOUT) exiting from the other surface of the base material (2) at the same side as the incident light LIN with respect to the normal line of the base material (2) is 0° ≦ θOUT ≦ 15°.
