PROBLEM TO BE SOLVED: To distribute update software for updating respective software of a plurality of terminals more effectively than before.SOLUTION: A server 1 included in a communication system 3 comprises: a redistribution request reception unit 12 for receiving redistribution request information which includes identification information on an update target terminal 2B, from the update target terminal 2B which has failed to receive update software; a provision source retrieval unit 13 for retrieving a provision source terminal 2A existing in a predetermined range from the update target terminal 2B; and a provision instruction transmission unit 14 for transmitting provision instruction information which includes identification information on the update target terminal 2B to the retrieved provision source terminal 2A. The provision soure terminal 2A included in the communication system 3 comprises an update SW transmission unit 23 for transmitting update software of the own terminal to the update target terminal 2B shown by the identification information included in the received provision instruction information.
