The present invention provides a composition for forming a hard coat layer, in which a coating film obtained by hardening exhibits excellent anti-blocking properties. This composition for forming a hard coat layer contains: a multifunctional (meth)acryl compound (A) having two or more (meth)acryloyloxy groups in one molecule; barium titanate and/or zirconium oxide having an average primary particle diameter of 100 nm or smaller as a filler (B); a photopolymerization initiator (C); an organic solvent (D); a surfactant (E); and a (meth)acrylpolymer (F) having a weight average molecular weight of 10,000-100,000, and 70 mass% or more of a methyl(meth)acrylate unit per one molecule.
