PROBLEM TO BE SOLVED: To provide a vehicle information collection device, vehicle information collection method, and vehicle information collection program capable of collecting vehicle information on the basis of a suitable collection condition when a disaster occurs even if a signal to indicate the change of a collection condition cannot be acquired in communication with a center device due to a line jam, etc. in the case of the occurrence of the disaster.SOLUTION: An on-vehicle unit 1 for transmitting collected vehicle information to a center device 10 includes: a communication section 6 for performing communication with the center device 10; a disaster occurrence determination section 7a for determining the presence/absence of the occurrence of a disaster; a disaster-case collection condition DB 8a for storing a disaster-case collection condition; and a vehicle information collection section 7e for collecting vehicle information on the basis of a normal-case collection condition acquired from the center device 10 when the occurrence of a disaster is not determined, and collecting vehicle information on the basis of the disaster-case collection condition when the occurrence of a disaster is determined. The communication section 6 transmits the vehicle information collected by the vehicle information collection section 7e to the center device 10.
