PROBLEM TO BE SOLVED: To select a learning material suitable for participants in a lecture.SOLUTION: A specification unit 2 specifies a selection condition 21 corresponding to a test which participants are expected to take from condition information 20 that is stored in storage means and in which the selection condition 21 for each characteristic of the test is defined. A transmission unit 3 transmits, to the terminal devices of the participants, learning material data 11 selected on the basis of the specified selection condition 21 from educational material information 10 containing a plurality of learning material data 11. Due to that the participants recognize the test they are expected to take, the participants can estimate the purpose of learning when they will learn using the educational information 10 from now. Therefore, by selecting the learning material data 11 on the basis of the selection condition 21 corresponding to the test which the participants are expected to take, it is possible to select suitable learning material 11 that conforms to the purpose of learning of the participants, and to supply the selected learning material to the participants.
