A memory controller is configured to control a storage medium storing data information. The memory controller includes: a processing unit; and a buffer memory which temporally stores data according to the control operation of the processing unit. The buffer memory includes: a first table storing the address information of the programmed memory blocks among the memory blocks of the storage medium; and a second table storing the index values of time pointers and the program units corresponding to the time pointers. The different index values are allocated to the program units of the memory blocks stored in the first table. The time pointers are allocated to the program units of the memory blocks stored in the first table at predetermined time intervals. The first and second tables are used to determine the elapsed time for a program in a memory device requested to be read.
