generating first system information including information of at least one frequency band supported by a cell; transmitting the first system information to a terminal; generating second system information including at least one additional spectrum emission value corresponding to the at least one frequency band indicated by the first system information; and transmitting the second system information to the terminal, wherein an access to the cell is determined by the terminal based on the first system information and the second information. |
