The purpose can be achieved by a rubber member for covering a development roll, which is produced by applying a component for a coating layer (13) around a development roll equipped with a rubber base layer (12) and then curing the component for the coating layer (13), said rubber member being characterized in that the component for the coating layer (13) comprises a liquid binder containing at least a polyol, an isocyanate compound and a reactive silicone oil, silicone rubber particles (101) each having hardness ((JIS K6253:1997) durometer A (instantly)) of 20 to 80 degrees and a rubber particle diameter of 0.2 to 10 μm and a diluent solvent, and the ratio of the diameter of each of the rubber particles (101) to the thickness of the cured coating layer (13) satisfies the formula: (the diameter of each of the rubber particles (101))/(the thickness of the coating layer 13) < 0.3. |
