PROBLEM TO BE SOLVED: To provide a mounting substrate, a light-emitting device, and such, capable of switching over a serial connection and a parallel connection of a plurality of LEDs on a same substrate without increasing a substrate size.SOLUTION: The mounting substrate and the light-emitting device include: a substrate 10; a plurality of LEDs 50 mounted in a predetermined light-emitting region E of the substrate 10; and a switching wiring 30 for switching an electrical connection of a plurality of light-emitting elements LEDs to parallel or serial. The switching wiring 30 is formed in a predetermined light-emitting region E.
