PROBLEM TO BE SOLVED: To provide an image processing device and method, a program and a recording medium, improving processing efficiency in coding and decoding.SOLUTION: A type E0 of an LCU (largest coding unit) 115 and a coefficient thereof are determined on the coding side. The coefficient of the type E0 is already transmitted to the decoding side at LCU 111 and stored into an E0 buffer included in an adaptive offset filter on the decoding side. Therefore, with regard to the LCU 115, the decoding side uses by copying from the E0 buffer without transmitting the coefficient of the type E0. Thus, the parameters for the adaptive offset filter conventionally transmitted at the top of a frame at a time are sequentially transmitted at the top of each LCU on an LCU-by-LCU basis. |
