A content distribution device which comprises: a content acquisition unit which acquires access destination content on the basis of an access request sent from an access request source, said access destination content indicating the access request; an encoding unit which encodes the acquired content; a content distribution unit which distributes the encoded content to the access request source; and a content transfer unit which transfers the encoded content to a high speed distribution device if the access frequency of the encoded content is higher than a threshold value, said high speed distribution device exclusively distributing content and being independent from the content distribution device.
