Bitstream generation and processing methods and devices and a system. The bitstream generation method comprises: determining whether to perform a Picture Order Count (POC) alignment operation on all and/or a part of a bitstream according to application requirements; and writing identification and control information into the bitstream according to the determination result. The identification and control information comprises indication information on whether to perform the overall and/or partial POC alignment operation on the bitstream. The flexibility in bitstream control can be improved.
