A latch shaft (5) has a flanged shape which can extend from the front surface side of a cover plate (3) through a front-side first shaft hole (32) and a shaft hole (64) in a latch (6). A back plate (4) has: a back-side first shaft hole forming section (41) in which a back-side first shaft hole (411) is formed, the back-side first shaft hole (411) allowing the small-diameter shaft section (53) of the latch shaft (5) extended through the shaft hole (64) in the latch (6) to be inserted and retained therein; a back-side second shaft hole forming section (42) in which a back-side second shaft hole (421) is formed, the back-side second shaft hole (421) allowing a second shaft section (72) formed at the other end of a pawl (7) to be rotatably inserted therein; and a threaded hole forming section (44) which is located near the back-side second shaft hole forming section (42) and in which a single threaded hole (441) with which a single bolt (15A) engages is formed. The back plate (4) is shaped so as not to expand to portions corresponding to the positions of other bolts (15B, 15C).
