PROBLEM TO BE SOLVED: To suppress information failures and erroneous information to be low at a time of determining whether a person is present in a monitoring area.SOLUTION: Provided is an image monitoring device for processing an image obtained by an imaging unit installed in a space second area so that the imaging unit can overlook a space first area while a closed area on a certain surface is assumed as the space first area and a space vertically upward of the space first area is assumed as the space second area. The image monitoring device includes: a first-feature-part detection unit detecting a first feature part indicating part of a person in an image second area that is the space second area reflected in an image; a second-feature-part detection unit detecting a second feature part indicating a shield, a shade or a reflected glare in the space first area generated by a person in an image first area that is the space first area reflected in an image; and a determination output unit determining whether a person is present in the space second area on the basis of detection results of the first-feature-part detection unit and the second-feature-part detection unit, and determining that a person is present if a requirement that at least the first feature part and a second feature part be detected is satisfied.
