Embodiments of the present invention provide a terminal application control and monitor processing method and an apparatus, wherein the control method comprises: obtaining a usage condition of an application on a first terminal; reporting the usage condition to a second terminal, wherein the usage condition corresponds to a first control policy for the application on the second terminal; receiving the first control policy delivered by the second terminal based on the usage condition; and executing a control measure on the application based on the first control policy. The use of a technical scheme provided by the present invention solves a problem that there is no effective technical scheme in related art for monitoring and controlling applications in a terminal and enables a monitoring end to be provided with abundant means and manners to monitor, guide, and control a monitored end in use of the applications.
