PROBLEM TO BE SOLVED: To provide a heat exchange device capable of realizing effective heat exchange and low in cost, and a power generating system capable of easily realizing efficiency improvement.SOLUTION: A heat exchange device in the present embodiment implements heat exchange between a primary fluid and a secondary fluid to heat the secondary fluid. The heat exchange device includes a plurality of hollow tubes; a plurality of hollow cylinders; and a plurality of baffles. The primary fluid flows in the hollow tubes. The hollow cylinders accommodate therein the follow tubes and the secondary fluid flows around the hollow tubes. The baffles are installed side by side to be distanced from one another in the hollow cylinders so that the second fluid meanders from an inlet to an outlet. In this case, the baffles are installed so that a distance between one baffle and another baffle installed adjacently to the former baffle is reduced and then increased along a flow of the secondary fluid in the hollow cylinders.
