<p><P>PROBLEM TO BE SOLVED: To determine a modulation system even when a carrier frequency is unknown. <P>SOLUTION: A system determination device 110 has a sampling section 112, a detector 113, a calculation section 114, a determination section 116, and an output section 117. The sampling section 112 samples a received communication wave on a different cycle from a symbol cycle of the communication wave. The detector 113 detects a phase difference between consecutive sampling data sampled by the sampling section 112. The calculation section 114 calculates distribution information indicating a distribution state of the phase difference detected by the detector 113 in a predetermined time period. The determination section 116 determines a modulation system of the communication wave based on the distribution information calculated by the calculation section 114.
