<p><P>PROBLEM TO BE SOLVED: To solve a problem that when the displacement of an optical fiber is caused by a frame body being deformed, optical axis misalignment may occur in the optical coupling between the optical fiber and a semiconductor element resulting in the deterioration of the operability of the semiconductor element. <P>SOLUTION: A package for housing elements includes: a substrate having a placement region, where a semiconductor element is placed, on an upper surface thereof; a frame body disposed on the upper surface of the substrate so as to enclose the placement region and having an opening which opens on an inner surface and an outer surface; and a cylindrical fixing member having one end part, fixed to an inner peripheral surface of the opening or an area around the opening on the outer surface of the frame body, and the other end part to which a ferrule is fixed and positioned on the lateral side of the frame body.
