Disclosed are a coating agent for an electrical steel sheet, and a method to manufacture the same. The coating agent for an electrical steel sheet has excellent drying speed, and has excellent insulation even after heat treatment at 850°C or more. According to an embodiment of the present invention, the coating agent for an electrical steel sheet comprises: a metal phosphate derivative solution, colloidal silica, chrome oxide, solid silica, and a solvent. The metal phosphate derivative is a single material of a magnesium phosphate derivative, or a mixed material of an aluminum phosphate derivative and a magnesium phosphate derivative. In the mixed material, the aluminum phosphate derivative is 10 wt% or less (excluding 0 wt%).
