PROBLEM TO BE SOLVED: To provide an electromagnetic steel sheet with a semi-organic insulating film which is free from deterioration in corrosion resistance and water resistance even without containing a chromium compound, has excellent sticking properties, TIG weldability and punchability, and also has excellent appearance after stress relieving annealing.SOLUTION: The semi-organic insulating film includes inorganic components and an organic resin. The inorganic components contains a B compound (expressed in terms of BO) with a content of 0.1-10 mass% and a Si compound (expressed in terms of SiO) with a content of 30-80 mass%, and the remnant is the organic resin. |
