<p><P>PROBLEM TO BE SOLVED: To provide a switching power supply and an LED illumination device allowing an output current value to approach a target output current value in a short time. <P>SOLUTION: The switching power supply includes a power conversion circuit which converts the electric power from an input power source and outputs the converted electric power, a first control circuit 2 which controls an output current of the electric power that has been converted by the power conversion circuit by turning on/off a switching element Q which the power conversion circuit contains, according to a feedback control signal, and a second control circuit 3 which generates the feedback control signal that is output to the first control circuit 2 based on an error between a target output current value that is input by PI control or PID control and an output current value output from the power conversion circuit.
