A voltage regulating device may provide a control voltage for modulation of a voltage-controlled oscillator. The voltage regulating device may include: a resistor array unit including a plurality of equivalent resistors connected to one another in series; a counter unit counting a first oscillation signal output from the voltage-controlled oscillator by a fixed clock; and a resistance allotment unit determining at least a portion of the plurality of equivalent resistors to be used for generating the control voltage using an output from the counter unit and trimming therewith.
