The present invention relates an organic-inorganic nanofiber composite substrate for fast and sensitive trace analysis based on surface enhanced raman scattering (SERS) and, more specifically, a nanofiber composite substrate in which agglomerates of metal nanoparticles induced by various raman dyes are uniformly contained at various densities in nanofibers having a cross-linked polymer hydrogel property, a manufacturing method thereof, and applications thereof.
